Abstract

The certification of regional government land assets is an important step to ensure legal certainty and optimize the utilization of state assets. In Pontianak City, although the urgency of certification has been recognized, this process still faces various problems that hinder the effectiveness of asset management. Data shows that out of 4,483 land parcels owned by the Government of Pontianak City, 76% (3,422 parcels) have not been certified in the name of the government, making them vulnerable to disputes and misuse. This study aims to analyze in depth the constraints faced in the certification of land assets of the Government of Pontianak City and formulate strategic solutions to expedite the certification process. This research employs a descriptive qualitative method. Primary data was obtained through in-depth interviews with key informants from the Pontianak City Land Office and the Regional Financial and Asset Management Agency (BKAD), as well as field observations. Secondary data was collected from official documents, legislation, and related literature. Data analysis was conducted systematically to identify patterns, relationships, and meanings from the gathered information. The results of the study indicate that the issues surrounding the certification of land assets in Pontianak City are complex. Identified solutions include enhancing inter-agency coordination through regular meetings, strengthening asset management understanding through training, digitizing land administration, expediting document submission, improving form filling, developing GIS-based mapping systems, and ensuring physical security and periodic asset announcements. The certification of land assets of the Government of Pontianak City is crucial but hampered by various constraints. Strong synergy among agencies, increased human resource capacity, and adequate budget allocation are needed to achieve certification targets. Practical recommendations include enhancing inter-agency commitment, strengthening the internal capacity of BKAD, and integrating land systems with regional asset data. Academic recommendations suggest further research on the distribution of land assets and the refinement of regulations to support sustainable development.
