Abstract
The rapid population growth and uncontrolled land-use change have significantly impacted the availability of public Green Open Space (GOS) in Malang City. Public GOS plays a crucial role in maintaining ecological balance, supporting community well-being, and fulfilling the mandate of Law Number 26 of 2007 concerning Spatial Planning, which requires that a minimum of 20% of the city area be allocated for public GOS. The research problems addressed in this study include the current condition of public GOS in Malang City, the alignment of spatial allocation with the city’s spatial plan (RTRW), and the formulation of appropriate strategies to sustainably increase public GOS availability. This research employs a descriptive qualitative approach, with data collected through field observations, documentation, interviews with related agencies, and analysis of spatial planning documents. Spatial analysis was used to assess the distribution and extent of existing public GOS, as well as its compatibility with the designated land-use plans outlined in the local RTRW regulation. Literature review and SWOT analysis were also conducted to formulate strategic recommendations that are adaptive to current conditions and aligned with existing policy frameworks. The findings indicate that the existing area and distribution of public GOS in Malang City do not yet meet the ideal standards, both in terms of total coverage and spatial equity. Certain areas show potential for GOS development but are constrained by land limitations and urban development pressures. The proposed strategy focuses on the pentahelix collaboration model, involving government, academia, the private sector, local communities, and media to foster cross-sector synergy in GOS planning and management. This collaborative approach is expected to enhance the provision of public GOS in a more equitable, effective, and sustainable manner.
