Abstract
The advancement of digital technology has triggered significant transformation in public services, including the land office sector. The Ministry of ATR/BPN, in an effort to improve the efficiency and quality of land services, has begun implementing an electronic certificate system to replace the previous analog model. However, this transformation presents several challenges, particularly in terms of human resource readiness and adaptation to new work systems. This research aims to analyze the effect of changing from an analog to an electronic system on employee performance at the East Lombok Regency Land Office, as well as identifying the challenges and potential solutions. The study adopts a mixed-methods approach, collecting data through questionnaires and interviews with 40 employees, and analyzing the data using simple linear regression through SPSS. The results indicate that the transition to an electronic system has a significant positive effect on employee performance, with a determination coefficient (R²) of 49.9%. However, the implementation also faces obstacles such as employees’ limited understanding of technology and technical issues like unstable internet access. Recommended solutions include ongoing training, improved human resource capacity, and enhanced information technology infrastructure. In conclusion, the digitization of land certificates can improve employee performance, but regular evaluation and system development are needed to ensure optimal land services.
