Abstract

The Complete Urban Land Registration (PTKL) program is a strategic policy initiated by the Indonesian government to enhance legal certainty over land ownership rights, particularly in urban areas. In Tangerang City, the implementation of PTKL has shown significant progress; however, it still faces various challenges, such as incomplete spatial and juridical data, limited human resources, and administrative and technical obstacles. This study aims to: (1) identify how the Land Office implements the Complete Urban Land Registration in Tangerang City; (2) identify the challenges faced during the implementation process; and (3) examine the efforts made by the Tangerang City Land Office to realize the objectives of PTKL. This research uses a descriptive method with a qualitative approach, collecting data through in-depth interviews with Land Office staff, community surveys, and relevant document and policy reviews. The results show that PTKL implementation in Tangerang City involves stages such as data inventory, textual and spatial validation, mapping using drone technology, and data integration into the Land Office’s computerized system (KKP). Key challenges include limited infrastructure, low public awareness of the importance of land registration, and suboptimal cross-sectoral coordination. To address these issues, the Land Office has taken various measures, including forming a special implementation team, enhancing human resource quality, utilizing digital technology, and increasing public outreach. The success of PTKL in Tangerang City was marked by its official declaration as a "Complete City" by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency in 2024, although further validation efforts remain essential to strengthen land data governance.
