Abstract

The construction of the Pekanbaru–Bangkinang Toll Road, part of Indonesia’s National Strategic Projects (PSN), has increased regional accessibility and triggered changes in land demand around toll exits. In Pasir Sialang Village, Kampar Regency, these changes raise questions about how Exit toll road infrastructure influences land transaction dynamics and land use conversion. This study seeks to analyze the development of land transactions from 2016 to 2024 and identify of land use change resulting from the toll road exit construction. This research employs a descriptive qualitative approach combined with spatial analysis using Geographic Information Systems (GIS). Primary data were collected through in-depth interviews with landowners, village officials, and local stakeholders, while secondary data were obtained from land office records and related documents. GIS mapping was used to visualize transaction distributions and land use changes within a 1–3 km radius of the toll exit. The findings show a significant increase in land transactions and a shift in land use from agriculture to residential, commercial, and service activities. Enhanced accessibility has driven rising land values and attracted external investors, creating new development zones. The study concludes that toll road construction accelerates spatial transformation and recommends that local governments strengthen land-use planning and monitoring to anticipate uncontrolled conversion and ensure sustainable development.
