Abstract

This research is motivated by the control or utilization of arising land by the community of Dororejo Village, Tayu Subdistrict, Pati Regency since 1970. The problem in this study is that until the end of the study (May 14, 2025) the structuring of assets had not yet reached the stage of land redistribution with the output of certificates. The purpose of this study is to examine the structuring of land assets arising in Dororejo village and the role of the Agrarian Reform Task Force (GTRA) team in the structuring of assets carried out in 2024. The research method used in this research is a qualitative method with a descriptive approach. The qualitative method is used to obtain a deep understanding of the research problem. Data collection is done through the study of literature and interviews with resource persons who understand the research problem. The data that has been obtained is then analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results of this study show that the structuring of assets in Dororejo Village, Tayu District, Pati Regency, is already at the stage of proposing TORA objects. It is threatened with retreat from the 2025 land redistribution directive, because at the time of the research conducted by researchers (April 14, 2025 - May 14, 2025), the progress had not yet reached the stage of land redistribution to obtain the output of certificates. The slow progress of structuring existing assets in Dororejo Village, Tayu Subdistrict, Pati Regency is due to budget efficiency and indicative TORA data that is not yet appropriate. However, based on a study of literature, the GTRA team in carrying out its duties achieved 100% achievement of the implementation of activities, but the indicative TORA identification data still contained data in the form of 1 certificated land parcel, 2 Letter C land parcels, 4 absentee land parcels, and findings of 9 parcels with incomplete data (NIK, subject, and occupation).
