Abstract

Land acquisition is a critical process in supporting infrastructure development for public interest, including the construction of Mozes Kilangin Airport in Timika. However, its implementation often faces challenges, such as procedural inconsistencies and potential social conflicts. This study aims to analyze the compliance of the land acquisition process with Presidential Regulation No. 65 of 2006 and the Regulation of the Head of the National Land Agency No. 3 of 2007, as well as to identify the key factors contributing to the successful implementation of the project. This research employs a descriptive qualitative approach using document analysis and interviews with relevant government agencies and affected community members. The findings reveal that out of 39 identified procedures, 17 were compliant with the regulations, 20 were noncompliant, and 2 could not be identified. Despite these discrepancies, the land acquisition project was relatively successful. Supporting factors included strong inter-agency coordination, effective leadership within the land acquisition committee, and active participation from local leaders and indigenous communities. This study contributes to the evaluation of regulatory implementation in land acquisition and offers policy recommendations to improve legal compliance and efficiency in strategic infrastructure projects, particularly in Papua, where social and geographical dynamics are notably complex.
