Abstract

The digital transformation policy at the Ministry of ATR/BPN through Minister of ATR/KBPN Regulation No. 3 of 2023 regarding electronic land registration, with one of its main manifestations being the conversion of conventional certificates to electronic certificates (Electronic Certificates). However, in practice at the Jember Regency Land Office, there is a discrepancy between targets and achievements, marked by the low percentage of Pre-Electronic Certificates. The existence of various inhibiting factors that drive this gap underlies the urgency of research to examine the ongoing implementation, identify the most dominant factors, and formulate effective media conversion acceleration strategies. A qualitative method with a descriptive approach was implemented through document studies and interviews with office officials regarding the digital transformation of electronic certificate media conversion. Qualitative research is based on the post-positivist philosophy, which focuses on understanding complex realities within a social context. A descriptive approach is used to illustrate or describe a situation or the characteristics of the research subject. By using this approach, the researcher can provide useful information for understanding the existing situation, although conclusions about causality cannot be drawn. The implementation of media transfer at the Jember Regency Land Office has followed the established procedures. The main challenge in this process is meeting data quality standards, where success is highly determined by the quality of Human Resources (HR) and the integration of land data. In accordance with Technical Guideline No. 3/2024, the strategy to accelerate the media transfer is focused on three areas: collaborating with educational institutions to fulfill HR needs, prioritizing data and system improvements, and conducting proactive public socialization.
