Abstract
This study examines the implementation of partnership-based access planning in the context of oil palm replanting programs following land redistribution in Merejemeg Village, Masni District, Manokwari Regency, West Papua Province. Effective access planning is crucial for supporting the success of the oil palm replanting program, which aims to enhance productivity and farmer welfare. The research employs a qualitative approach, utilizing in-depth interviews, field observations, and documentary analysis. Findings reveal that partnerships among farmers, government, and private sector stakeholders play a significant role in the successful planning and development of access. These partnerships contribute to infrastructure improvements that facilitate farmers' access to markets and resources, as well as technical assistance. However, the study also identifies challenges such as coordination among parties, resource limitations, and low farmer participation in decision-making processes. The results provide a foundation for recommendations to improve coordination, strengthen infrastructure, and increase farmer engagement in program planning.
