Abstract

Media framing of land rights policies in strategic national projects significantly influences public perception and response. This study analyzes how detik.com and kompas.com frame the policy of granting Hak Guna Usaha (HGU), Hak Guna Bangunan (HGB), and Hak Pakai in two cycles for investors in the Ibu Kota Negara (IKN) as regulated in Presidential Regulation No. 75/2024. Using qualitative descriptive approach with Robert Entman's framing analysis, political economy of media, and agenda setting theory, this research examines ten news articles from both portals published between July-October 2024. Research findings reveal significant differences in framing approaches, where detik.com demonstrates pro-government bias by defining the policy as strategic solution and recommending full implementation, while kompas.com exhibits critical-analytical bias by framing it as controversial issue with potential legal problems and recommending regulatory harmonization. Legal aspect analysis shows detik.com minimizes controversial issues and accepts government justifications, whereas kompas.com highlights norm conflicts, hierarchy inconsistencies, and violations of land social function principles. These biases are influenced by media ownership structures, where CT Corp's diverse business interests drive detik.com's pro-investment stance, while Kompas Gramedia's focus on media and education allows greater editorial independence. Media framing demonstrates concrete impact on public response confirming agenda setting theory, where kompas.com's critical framing triggered structured responses including judicial review of Law No. 21/2023 to Constitutional Court (case number 166/PUU/PAN.MK/AP3/12/2024) and civil society mobilization adopting media terminology such as "IKN for sale" and "constitutional violation." The study concludes that media ownership structure and editorial orientation significantly influence land policy framing, with implications for public legal literacy and democratic discourse quality regarding complex legal policies, thus contributing to communication law studies and providing practical insights for policymakers.
