Abstract
The Complete Systematic Land Registration Program (PTSL) is one of Indonesia’s national strategic projects aimed at accelerating legal land ownership for the public. In its implementation, determining the PTSL location is a crucial step that affects the achievement of output targets, namely the Land Parcel Map (PBT) and Land Ownership Certificate (SHAT). Since 2021, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has directed land offices to apply the 3M strategy (Approach, Merge, and Comprehensive) to improve efficiency and effectiveness. However, in the Temanggung Land Office, several anomalies were found where some selected villages did not follow the principles of 3M. This study aims to analyze how the 3M strategy is implemented and what factors influence its alignment. This research uses a descriptive qualitative method, with data collection techniques including in-depth interviews, observation, and documentation. The informants consist of employees from the Temanggung Land Office who are directly involved in PTSL activities. Data were analyzed through data reduction, data display, and conclusion drawing. The analytical framework used is based on the implementation strategy theory by Wheelen and Hunger, which emphasizes three aspects: program, budget, and procedure. The results indicate that the 3M strategy has been applied since the issuance of the 2021 technical guidelines. However, obstacles such as village preparedness, geographical conditions, community culture, K4 field data, and target transfers from other land offices hinder full alignment with the 3M strategy. On the other hand, local government support and strong team motivation act as driving factors. In conclusion, while the 3M strategy provides many benefits in improving operational efficiency, its implementation requires flexibility and ongoing evaluation to adapt to field conditions.
