Abstract

Spatial planning and land use are very important to create space that is good, safe, comfortable, productive, and sustainable. This process aims to manage spatial planning in a region efficiently, taking into account the balance between development needs and environmental preservation. However, factually, there is still a mismatch between space utilization and spatial patterns. The objectives of this study are to (a) determine the suitability between land use in Cisarua District, Bogor Regency and the RTRW of Bogor Regency; (b) identify the inhibiting factors in the control and utilization of space in Cisarua District, Bogor Regency that have been implemented; (c) determine the solutions carried out by the Bogor Regency Land Office 1 in controlling the utilization of space in Cisarua District, Bogor Regency. The method used in this study is a mixed method research method, which is a combination of quantitative and qualitative methods. The quantitative method was carried out through a field survey method aimed at checking the type of land use as the result of the accuracy test from satellite imagery interpretation. Meanwhile, the qualitative method was carried out with a descriptive approach used to explain the main factors that become obstacles in controlling space utilization as well as the solutions for controlling space utilization carried out by the Bogor Regency Land Office. The analysis results showed that the classification of land use that is in accordance with the spatial pattern has a total area of 5,220.52 Ha. Land use that is not yet suitable has a total area of 1,662.52 Ha. As for land use that is not suitable, it has a total area of 232.85 Ha from the overall area of land use suitability to the spatial pattern of the RTRW of Bogor Regency. The factors that become obstacles in controlling the utilization of space are caused by several factors such as the limited land for development activities being one of the main obstacles, such as population growth and high space needs, then the low level of public awareness and compliance in going through the licensing procedure for space utilization. The efforts made by the Bogor Regency Land Office 1 are to cooperate with related parties regarding space utilization control activities through the spatial planning forum to overcome problems related to land use that is not in accordance with the spatial plan. The solutions for controlling space utilization are (1) Strengthening regulations and law enforcement; (2) Optimizing the spatial planning forum as a coordination forum between the authorities and the community; (3) Spatial planning education to the community regarding the importance of sustainable spatial planning.
