Abstract

Urban and regional development, stemming from rapid population growth, has led to an escalating demand for space. This developmental trajectory has resulted in changes in land use that are inconsistent with the Detailed Spatial Plan (RDTR). The control of spatial utilization plays a crucial role in managing these inconsistencies, particularly concerning agricultural land that has been converted to other functions. Development pressures frequently drive changes in the function of agricultural land within Canggu Village. This research aims to delineate the spatial distribution pattern of agricultural land nonconformity within the Detailed Spatial Plan, specifically within agricultural zones in Canggu Village, identify the causal factors of this agricultural land nonconformity, and propose both challenges and solutions to address these inconsistencies in Canggu Village. The methodology employed in this study is a mixed-methods approach, integrating spatial and descriptive analyses. The research findings indicate that agricultural land nonconformity within the Detailed Spatial Plan, particularly in agricultural zones, predominantly occurs in Banjar Padang Linjong, encompassing an area of 16.63 hectares, with 5.43 hectares of this area being non-compliant within the Designated Sustainable Food Agricultural Land (LP2B). The causal factors for agricultural land nonconformity in Canggu Village include community economic needs, urgent spatial demands, and insufficient dissemination of the Detailed Spatial Plan to the public. Although the government has undertaken various efforts to address and anticipate spatial utilization inconsistencies through spatial utilization control instruments, the Badung Regency Government itself has encountered implementation obstacles regarding these control instruments on agricultural land in Canggu Village, making it difficult to regulate structures that do not conform to designated land uses.
