Abstract

This study aims to evaluate the level of conformity between the Detailed Spatial Plan (RDTR) and the existence of Sustainable Food Agricultural Land (LP2B) and actual land use in Sabilambo Village. Using a mixed methods approach that combines spatial analysis and qualitative interviews, this study utilizes RDTR map data, LP2B distribution maps, and visual interpretation of land use from 2024 aerial photographs. The overlay results show that 69.41% of LP2B are in areas that conform to the RDTR, while 30.59% are not, primarily due to conversion into residential and service areas. This discrepancy indicates potential violations of agricultural land protection policies and future spatial use conflicts. Furthermore, the analysis shows that actual land use in the study area is still dominated by agricultural functions, particularly irrigated rice fields and mixed gardens, but is starting to be displaced by the growth of residential areas. The mismatch between existing land use and the RDTR designation is a significant concern because it can disrupt LP2B conservation efforts and reduce environmental carrying capacity and local food security. Therefore, this study recommends the need for synchronization between RDTR policies and LP2B determination through regular evaluation of spatial planning documents, strengthening supervision of spatial planning implementation, and active involvement of the community and stakeholders in maintaining the sustainability of agricultural land.
