Abstract
This research examines the implementation of an accelerated media transfer program for land documents at the Mataram City Land Office, driven by the target of achieving Complete City status within a three-month deadline. This extreme time pressure created a fundamental paradox between the demand for speed and the imperative to maintain data quality. Consequently, a series of critical challenges arose, including a rigid and bottleneck-prone workflow, the unreliability of the core technology system, the heavy burden of poor-quality legacy data, and a regulatory void that failed to provide legal protection for implementing staff, leading to anxiety and operational dilemmas. In response, the Mataram City Land Office developed a series of informal, adaptive strategies to cope. These strategies included using an alternative workflow system based on Google Sheets to maintain momentum, utilizing the Section Head's Electronic Signature as an internal accountability "shield," and escalating technical issues as a risk transfer mechanism. However, success in meeting the target was achieved through a high-risk strategic compromise: shifting the meaning of "validation" from verifying factual conditions in the field to merely ensuring conformity with the existing source documents. This decision consciously accepted the risk of permanently locking potentially inaccurate data into the digital system, which could become a source of future land disputes.
