Abstract
protracted land conflict between the people of Puncu Village, Kediri Regency, and PT. Mangli Dian Perkasa finally found a bright spot through a comprehensive resolution process. The root of the problem began with the expiration of the Right to Cultivate (HGU) Number 1 belonging to PT. Mangli Dian Perkasa on December 31, 2020. Previously, the company had leased part of its land to former local employees, but the policy of reducing the leased land area and the company's management, which was considered poor (such as late salaries), sparked dissatisfaction among the community. When the HGU period expired, the community rejected the extension and demanded that 20% of the land be released for the Agrarian Reform program (Land Objects of Agrarian Reform/TORA), in accordance with Presidential Regulation Number 86 of 2018. In response to this situation, the Kediri Regency Land Office took a central role as a facilitator. Through a series of mediations and coordination meetings, a Special Task Force (Satgasus) was formed to handle the dispute. After negotiations, PT. Mangli Dian Perkasa finally agreed to release 60.93 hectares of its former HGU (land use rights) as a TORA (land use rights) and hand over the public and social facilities within it. The community actively participated, organizing themselves into farmer groups to identify potential land recipients. The village government also acted as a local mediator and assisted in the process of identifying TORA subjects. synergy and commitment of all parties has yielded significant results. On February 1, 2024, the conflict was officially resolved with the handover of redistributed land certificates by Minister Hadi Tjahjanto to 168 heads of families in Puncu Village. This resolution has had a significant positive impact, particularly on the community. They now have fairer access to land, which directly contributes to improved economic well-being through agricultural activities. The relationship between the community and the company has also become more harmonious, allowing PT. Mangli Dian Perkasa to continue its operations more effectively. Although the conflict initially had negative impacts such as loss of land access and social tensions, the resolution process through land redistribution has succeeded in creating social justice and a more stable environment for sustainable development in Puncu Village.
