Abstract

The digitalization of land services is a strategic initiative by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to enhance efficiency, transparency, and accountability through the implementation of electronic land certificates. This study aims to describe the implementation process, analyze internal and external factors, and formulate strategic recommendations for the application of electronic certificates at the Land Office of Kediri Regency. A descriptive qualitative method was employed, using literature studies, field observations, and interviews with relevant stakeholders. The results show that the implementation in Kediri Regency is progressing gradually due to limitations in human resource readiness, technological infrastructure, and data validation. Key supporting factors include regulatory policies and leadership commitment, while the main challenges lie in work culture adaptation and the integration of physical and juridical data. Strategies adopted include optimizing non-revenue services for data validation, conducting staff training, and continuous public outreach. This study recommends strengthening cross-sector collaboration and improving system support to ensure the success of land administration modernization.
