Abstract

Agrarian reform is a strategic national agenda aimed at reducing land tenure inequality, providing legal certainty, and improving community welfare. This study seeks to analyze the themes, methodologies, and academic contributions of undergraduate theses written by cadets of the National Land College (STPN) on the topic of agrarian reform from 2018 to 2024. Using a literature study approach, this research reviews and categorizes selected theses to identify dominant topics and research methods employed. The findings show that most theses focused on land redistribution, asset legalization, access arrangement, and the role of the Agrarian Reform Task Force (GTRA). The dominant research method was qualitative descriptive analysis, although several studies applied quantitative methods and spatial approaches using Geographic Information Systems (GIS). This study concludes that academic works on agrarian reform at STPN contribute significantly to the enrichment of agrarian policy literature in Indonesia. However, further development is needed in diversifying research methodologies, particularly through mixed-methods approaches and the integration of information technology, to strengthen the practical impact of agrarian reform studies.Agrarian reform refers to a national policy initiative aimed at restructuring land tenure in order to reduce inequality, resolve land conflicts, and promote social justice. In the Indonesian context, agrarian reform is implemented through land redistribution, asset legalization, and access arrangement programs that directly impact community welfare. Land Redistribution Land redistribution is one of the core elements of agrarian reform. It involves reallocating land from large-scale or unused holdings to landless farmers and marginalized groups. This process is designed to address historical inequalities in land ownership and to support sustainable rural development. STPN (Sekolah Tinggi Pertanahan Nasional) The National Land College (STPN) plays a vital role in producing academic works and professionals in the land sector. Through research and theses, STPN contributes significantly to the discourse on agrarian reform in Indonesia, providing academic evidence to support government policies and community empowerment initiatives. Literature Study A literature study method enables researchers to analyze and synthesize existing academic works to identify patterns, gaps, and trends. In the context of this research, literature study was applied to examine undergraduate theses at STPN from 2018 to 2024 that focused on agrarian reform. Land Policy Land policy forms the legal and institutional framework that governs land use, ownership, and distribution. Effective land
