Abstract

According to the website of the Serdang Bedagai Regency government, on March 16, 2023, the Serdang Bedagai Regency Government and the North Sumatra Regional Office of the National Land Agency held an evaluation meeting regarding abandoned land in Perbaungan. PT. Deli Super, the holder of Building Use Rights (HGB) number 01/Pematang Sijonam with an area of 7.2 hectares, initially planned to use the land for brick processing but it is now considered abandoned, despite the land tax being paid. This research aims to examine the process of regulating land that is identified as abandoned and PT. Deli Super's efforts to address its status. The research employs a qualitative methodology with data analysis involving data review, reduction, information organization, and proposition. The results show that the process of regulating land by the North Sumatra BPN Office includes inventory, evaluation, warning letters, and the designation of abandoned land with several administrative challenges. PT. Deli Super has applied to remove the land from the abandoned list, plans to repurpose it for agricultural and agro-tourism activities, and intends to improve the land to boost regional and community income.
