Abstract

This study evaluates the implementation of analog to electronic land certificate media transfer at the Manokwari Regency Land Office, West Papua Province. This digital transformation aims to modernize land administration, enhancing efficiency, accountability, and service accessibility. A descriptive qualitative research method was employed to analyze the process, progress, challenges, and impacts of this transition. The findings indicate that the media transfer process involves physical and juridical data verification, application submission, document digitalization, and electronic certificate issuance, with a mandatory 100% data validation score. As of May 2025, 5,394 pre-electronic certificates have been validated. Key challenges include limited human resources, incomplete historical data (especially from 2013 and earlier), and deficiencies in the Sitata application's ability to detect data errors. Identified positive impacts include increased administrative efficiency, easier access to information, and improved data security. However, negative impacts such as the digital divide and cybersecurity risks also exist. Recommended solutions include enhancing technology access, human resource training, application development, and comprehensive socialization efforts. The long-term success of this implementation heavily depends on the Land Office's capacity to overcome challenges and maximize positive impacts for the community.
