Abstract

Digital transformation is included in Indonesia's transformation agenda in the 2025-2045 National Long-Term Development Plan (RPJPN). The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency continues to improve public services to address digital challenges. One example is the transition from digital land ownership documents to electronic certificates. The shift to electronic certificates not only changes the physical form but also the issuance process. This new approach requires adjustments for the public, as policy recipients, and the Yogyakarta City Land Office. The purpose of this study was to examine the electronic land certificate issuance process at the Yogyakarta City Land Office and to analyze the factors influencing the e-certificate policy at the Yogyakarta City Land Office. The research method used was qualitative with a descriptive approach. Data collection techniques included interviews, observation, and literature review. Data sources included primary and secondary sources. The research subjects included residents of Yogyakarta City who already had electronic certificates. Data analysis employed the Miles and Huberman Model, which encompasses data reduction, data display, and conclusion drawing and verification. The research results indicate that the implementation of the e-certificate policy has been carried out in accordance with Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 3 of 2023 and Technical Instructions Number 3 of 2024. This conformity is seen from the implementation aspects, stages, and systems aspects. There are supporting and inhibiting factors in the implementation of the e-certificate policy at the Yogyakarta City Land Office. Supporting factors include (1) intense communication between employees and the land office with the public; (2) communication through various media; (3) the quality and quantity of implementers at the Yogyakarta City Land Office; (4) an open attitude to technological change and development; and (5) implementation of the e-certificate policy in accordance with SOPs. Factors inhibiting implementation include (1) system errors in the SITATA application, which delay the validation and verification process; (2) the public's lack of literacy regarding the development of electronic systems; and (3) limited budget resources, which impact the limited budgeting for facilities and infrastructure to support the operational operation of e-certificate services.
