Abstract

This study aims to compare the time efficiency of land certificate issuance between the conventional system (analog certificates) and the digital system (electronic certificates) at the Land Office of Kudus Regency. The research is motivated by the Ministry of ATR/BPN’s efforts to implement digital transformation in land services, addressing the growing demand for faster, more efficient, and accountable public services. A descriptive quantitative method with a comparative approach was used, supported by secondary data analysis and interviews with service officers. The results show that the average processing time in the electronic system is significantly shorter than in the analog system. The digital approach also records a higher completion rate and reduces the backlog of pending applications. However, challenges remain, particularly in terms of infrastructure readiness and human resource adaptation. The study concludes that electronic certificates are technically more efficient than analog certificates, especially in service speed. Further strategies are needed, including infrastructure enhancement and public education, to ensure a sustainable digital transition.
