Abstract
The problem of overlapping certificated land parcels is still a challenge in achieving orderly land administration in Indonesia, despite the declaration of “Complete City” status in the Denpasar City Land Office. This study aims to identify the number of overlapping certificated land parcels, assess the effectiveness of the Complete City program in reducing the problem, and analyze the solution carried out by the Denpasar City Land Office after the Complete City declaration. This research uses quantitative and qualitative methods. Primary data in this study came from interviews with four informants. Secondary data came from document studies obtained from the Survey and Mapping Section of the Denpasar City Land Office. Furthermore, it was analyzed with descriptive analysis. This research also uses data validity testing using credibility (internal validation). The results showed that after the establishment of the Complete City in the Denpasar City Land Office there were 219,777 land parcels that had been validated. There are 34 certificated land parcels that overlap after the establishment of the Complete City. The effectiveness value of the Complete City program in the Denpasar City Land Office is 86.91% (based on the performance value category in appendix V of the Minister of Finance Regulation No.466 of 2023). The quality, quantity and time indicator values are 0.9728; 0.6764; 0.9583 respectively. Denpasar City Land Office found that the root causes of overlapping certificated land parcels after the establishment of Complete City were due to a) Digitalization of previously published maps; b) K4 cluster results; and c) Low community participation in registering their land parcels. The solution is done by a) Field verification; b). Document collection; and c) Mediation approach. This study concludes that for orderly land administration, it is necessary to update the quality and quantity of land data even though the Denpasar City Land Office has the status of a Complete City.
