Abstract

Land as a social asset and capital asset is a natural resource with economic value to increase people's income to meet their needs. Kalurahan land as one of the assets owned can be optimized, the problem of poverty and inequality in land ownership and control in Indonesia has caused an increase in the number of rural poor people. The existence of poverty in rural areas is caused by limited access to agricultural land ownership. The enactment of Law Number 13 of 2012 concerning the privileges of DIY makes DIY have the position of a special region and an Autonomous Region. Among them is providing certainty and clarity related to the sultanate land in the Special Region of Yogyakarta in the utilization and management of Kalurahan land. The existence of the authority of DIY as a special region also provides authority in managing the Privilege Fund given by the central government to the regions intended to support special programs in Yogyakarta related to poverty alleviation intended for the Kalurahan land utilization program. This research method uses a Qualitative Research method with a descriptive approach to determine the implementation of the use of village land through the privilege fund in improving the welfare of the community in the village of Pondokrejo village. This research was conducted to find out how the use of village land through the Special Fund and also to find out the allocation of assistance obtained by the Pondokrejo Village in improving the welfare of the community. The results of the study show that the implementation of the use of village land in Pondokrejo Village through the Special Fund in 2023 is allocated to support chili and cucumber farming activities, the use of village land through this program uses wetlands with a mechanism for sharing agricultural products from the Special Fund budget allocated for agricultural activities with a realization of 100%. The existence of a program for the use of village land through the Special Fund in addition to reducing poverty rates also provides access to land that so far the community has only depended on and depended on for their livelihood from farm workers.
