Abstract

The digital transformation in the land sector has driven the Banyumas Land Office to implement media conversion of Cadastral Map Sheets and Land Books as a strategic step to enhance public service efficiency and integrate land data. However, this process faces various challenges, such as discrepancies between physical and digital data, damaged or missing documents, unmapped land parcels, application system disruptions, and limited human resources. This study aims to analyze the implementation of media conversion, identify the problems encountered, and formulate applicable solutions to improve the effectiveness of land document digitization. This research employs a qualitative method, collecting data through interviews, observations, and a review of documents and relevant legislation. The analysis was conducted descriptively and qualitatively using source triangulation to ensure data accuracy and validity. This approach allows the researcher to obtain a comprehensive understanding of the media conversion process, the obstacles that arise, and the strategies applied to address them. The findings reveal that the media conversion process consists of four main stages: Pre-Electronic Cadastral Map Sheet, Pre-Electronic Land Book, Electronic Cadastral Map Sheet, and Electronic Land Book. The challenges encountered were addressed through technical adjustments to problematic documents, cross-validation of data, capacity building of human resources through training, as well as improvements in archive management and interdepartmental coordination. These measures are expected to improve data accuracy, accelerate the digitization process, and achieve efficient, transparent, and sustainable land administration in Banyumas Regency.
