Abstract
Digital transformation in land administration is a strategic effort by the government to improve efficiency and legal certainty. One form of implementation is the electronic certificate program replacing analog certificates. The Land Office of Buleleng Regency has been designated as one of the offices implementing this system through priority services. This study aims to describe the implementation of the electronic certificate program, identify internal and external factors, and formulate appropriate strategies to support its success. The research uses a descriptive qualitative method, with data collection techniques through interviews, observations, and documentation studies, and is analyzed using a SWOT analysis associated with the 5M element approach (Man, Money, Machine, Material, and Method). The research results show that the program has been implemented through four priority services, but still faces obstacles such as limited human resources, invalid data due to the 1999 archive fire, and technical barriers. A SWOT analysis revealed strengths in human resource readiness and regulatory support, as well as opportunities from cross-agency collaboration and increased digital literacy among young people. The formulated strategies include strengthening human resource capacity, optimizing electronic systems, integrating data between agencies, and improving public education.
