Abstract

The certification of land assets owned by the Bogor City Government is crucial to ensure legal certainty and prevent ownership conflicts that may hinder regional development. Out of a total of 3,925 land parcels, only 1,131 have been certified, while the remaining plots lack formal legal status. This study aims to analyze the implementation of land asset certification by the Bogor City Government, identify the encountered obstacles, and evaluate the role and efforts of the Bogor Land Office in accelerating the certification process. A descriptive qualitative method was employed, utilizing in-depth interviews, document studies, and participatory observation. The findings indicate that major obstacles include incomplete supporting documents, discrepancies between physical and juridical data, third-party claims, and suboptimal inter-agency coordination. To overcome these challenges, the Bogor Land Office has actively enhanced institutional coordination, optimized digital services (such as electronic certificates and the Regional Asset Management Information System), and formed specialized technical teams. This study is expected to serve as a strategic reference for local governments and land offices in realizing orderly, effective, and accountable asset management. Furthermore, the results support efforts to improve transparency and optimize the use of public assets for community welfare.
