Abstract

Digital transformation has become a crucial need in various sectors, including the land sector. Government institutions are required to adapt to technological developments to improve the efficiency and quality of public services. One form of implementation is the implementation of information technology-based services, such as electronic certificate issuance services at the Yogyakarta City Land Office. This study aims to analyze the readiness of the Yogyakarta City Land Office in implementing these services using the STOPE (Strategy, Technology, Organization, People, Environment) framework approach. The background of this research is that there are several issues such as the fact that some people still do not understand the electronic certificate issuance services, in addition, during the media transfer process, several server disruptions were found in the electronic certificate issuance application. The method used is a mixed method with data collection techniques via questionnaires distributed to employees and the public, as well as environmental observations. The questionnaire is based on readiness indicators outlined in the Regulation of the Minister of ATR/BPN Number 3 of 2023 regarding the Issuance of Electronic Documents in Land Registration Activities. The research instrument was tested for validity and reliability using SPSS software. The results of the STOPE measurements indicate an overall average value of 3.036 on a scale of 4, which falls into the 'Ready' category. The Technology domain has the highest value (0.906), whereas the Environment domain has the lowest value (0.45). The Government Regulation sub-domain also shows weaknesses as there are still members of the public who do not fully understand the regulations. This study concludes that although, in computation, the Yogyakarta City Land Office is ready to implement electronic certificate issuance services, there is a need for improved quality of regulation socialization to make the implementation of electronic certificate services more optimal.
