Abstract

Digital transformation in land services is a strategy of the Ministry of ATR/BPN to improve administrative quality, one of which is through the implementation of electronic land title certificates, as a transition from a manual to a digital system. However, the process of digitizing land certificates still faces several significant challenges. The absence of a digital tracking system weakens monitoring over document flow, while limited communication among officers contributes to lost files and an increasing number of pending cases. In response to the need for more efficient document tracking, the Land Office of Bandung Regency developed the SIAMEL (Sistem Alih Media Elektronik) application to monitor the movement of digitized documents in real time. This study aims to evaluate the effectiveness of the SIAMEL application used by staff at the Land Office of Bandung Regency. This research employs a mixed-methods approach with data collection techniques consisting of questionnaires and interviews conducted with users and key informants selected through purposive sampling. Primary data were obtained from questionnaires and interviews, while secondary data came from observations and document studies. Data analysis was carried out using a qualitative approach. The results indicate that SIAMEL improves both the effectiveness and transparency of document monitoring as well as staff performance. This is reflected in the high user satisfaction rate, particularly in terms of ease of use, access speed, and user interface design. The tracking system provided by SIAMEL has contributed to reducing the number of pending digitized files and accelerating the overall workflow. Challenges such as dependency on local servers, limited user competence, and internal policy changes were addressed through migration to cloud servers, capacity-building programs for staff, and data integration between spreadsheets and SIAMEL. This study recommends further development of advanced features and the expansion of SIAMEL usage across other departments within the Land Office as part of strengthening the electronic service delivery system.
