Abstract

This study aims to analyze the policy implementation of the Complete Systematic Land Registration Program (PTSL) in Wiyono Village, Gedong Tataan Sub-district, Pesawaran Regency in 2018, with a focus on the scope and causes of anomalies, the roles of implementing actors, and the resolution strategies employed. This research adopts a descriptive qualitative method with a case study approach. Data were collected through interviews, documentation, and observation, and were analyzed using the policy implementation theory of Van Meter and Van Horn, as well as a SWOT analysis based on five management elements (Man, Money, Material, Machine, Method). The findings reveal that as of 2024, there are still 300 land parcels that remain uncertified due to various administrative, physical, and legal anomalies. These issues stem from limited human resources, inadequate documentation, and weak inter-agency coordination. The Land Office and Village Government play crucial roles in re-surveying, field verification, and community engagement. Strategies applied include strengthening coordination, improving staff competence, and optimizing digital reporting systems. The study recommends continuous collaboration, data digitalization, and multi-year monitoring as anticipatory measures to reduce land anomalies and enhance the quality of program implementation in the future.
