Abstract

Conflicts that occur in land acquisition in Indonesia are not a new phenomenon, triggered by several factors, such as the value of compensation that is considered inadequate, the sacred value of land that makes the right owner reluctant to give up the land even though it is offered high compensation. The determination of the amount of compensation is carried out through a thorough study that considers various aspects, both physical and non-physical losses, arising from the acquisition of land rights. Land acquisition for the construction of toll roads, especially in Rimbo Panjang Village, found some land plots on the toll road including production forest areas that can be converted, but this process was hampered due to the lack of approval for the release of forest areas and other problems. This study uses a qualitative method with a descriptive approach to understand the dynamics of land acquisition in Rimbo Panjang Village. Primary data was obtained through in-depth interviews with key informants. The secondary data was obtained through document review, including the Land Acquisition Planning Document (DPPT), reports on the implementation of toll road construction, laws and regulations related to land acquisition and forest areas, as well as the results of previous research. The analysis begins with the collection and organization of field records, followed by data reduction to select relevant information. The results of the analysis showed that the land plot in Rimbo Panjang Village on the Pekanbaru-Bangkinang toll road section was divided into 2, namely Other Use Areas (APL) and Convertible Production Forest Areas (HPK). 31 plots of land were found that had proof of ownership of rights and legal land deeds.
