Abstract

This community service program in Bagolo Village, Kalipucang Subdistrict, Pangandaran Regency aimed to enhance community empowerment through the Agrarian Reform Access Arrangement initiative. The program sought to optimize local resource utilization, particularly by fostering micro, small, and medium enterprises (MSMEs) to increase income and improve welfare. Objectives included strengthening community capacity in resource management, facilitating access to capital, and expanding local product marketing. Implementation followed a staged, partnership-based approach, encompassing social mapping, institutional development, technical training, and continuous mentoring with the involvement of stakeholders and local government. Results indicated that MSME groups, such as Mulya Abadi, achieved significant income growth, while others encountered sustainability challenges. Positive outcomes were observed in human resource capacity building, market access expansion, and women’s empowerment. The study concludes that integrated, partnership-driven agrarian reform access arrangements can improve community welfare, provided there is sustained support and institutional strengthening. To ensure long-term impact, the program requires ongoing monitoring, evaluation, and broader dissemination to maximize and sustain its benefits.
