Abstract

This research aims to analyze the potential impact of the Belok Sidan Dam construction on the socio-economic conditions of the community in Belok Sidan Village, Petang District, Badung Regency. This large-scale infrastructure development, while intended to improve welfare through water resource management, also brings significant changes to the lives of local communities. A descriptive qualitative research method was employed, with data collected through in-depth interviews and observations of 25 informants (15 directly affected community members and 10 indirectly affected community members), as well as village officials and the Badung Regency Land Office. The findings indicate that the dam construction has complex impacts on the socio-economic conditions of the community. Socially, there are changes in the attitudes of directly affected community members, primarily due to dissatisfaction with land compensation values, although these changes did not escalate into major conflicts. Community habits, especially in maintaining social ties, experienced positive changes due to the new road access connecting three regencies, shortening travel time and distance. Economically, indirectly affected community members experienced more favorable changes in livelihoods, such as shifting to trade or becoming dam project workers, which led to an increase in their income. In contrast, most directly affected community members, who are predominantly farmers, tended to maintain their livelihoods, resulting in less significant income changes. This study concludes that comprehensive social safeguards are crucial to ensure the sustainable livelihoods of affected communities, focusing on community-based interventions, capacity building, and recognition of the community's historical experiences.
