Abstract
The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) aims to realize digital transformation through the implementation of electronic certificates. To support this policy, valid and integrated land data, including both physical and juridical data (Pre-Certificate), is required. Since land data is still in analog form, it needs to be converted into electronic data. In carrying out this media conversion, a strategy is needed to ensure efficiency and effectiveness. This study aims to analyze the strategies for accelerating the media conversion of electronic certificates at the Boyolali Land Office to support the success of digital transformation and improve the quality of land services. This research employs a qualitative approach, with data collection through documentation, interviews, and observations, with a focus on interviews. The research findings show that 98% of land parcels in Boyolali Regency have been registered, with the majority (92.42%) holding ownership rights. In terms of quality, 82.11% of land parcels are classified as KW1, KW2, and KW3, while 17.89% are classified as KW4, KW5, and KW6. Additionally, the average percentage of valid land books in Boyolali Regency is 92.61%, while valid parcels stand at 76.74%, and valid survey letters are at 79.45%. Based on these land data, the Boyolali Land Office implements two strategies to accelerate media conversion: the Complete Village Mapping program and the formation of a Special Media Conversion Team. The Complete Village Mapping program is intended to ensure that the data is valid, structured, and accurate, serving as the foundation for digitizing land documents. Meanwhile, the formation of a special team focuses solely on the media conversion process. During the implementation of media conversion, technical challenges such as application bugs and limited infrastructure were encountered. Therefore, it is necessary to improve the quality of land data, technology infrastructure, comprehensive regional mapping, enhance collaboration and coordination across sectors, and increase public awareness and participation in land registration and mapping.
