Abstract

The development of strategic infrastructure such as toll roads significantly influences spatial dynamics and socio-economic conditions of surrounding communities. This study aims to identify the distribution of land use change and the transformation of local livelihoods resulting from the construction of the Mojokerto–Surabaya Toll Road, particularly around the Penompo and Gedeg exits in Mojokerto Regency. A qualitative descriptive method combined with spatial analysis was employed using overlay techniques in Geographic Information Systems (GIS). Data were gathered through field observations, interviews, questionnaires, and document studies from related institutions. The results show that approximately 83.9 hectares of agricultural land have been converted into residential, industrial, and service zones. This land use change is mostly concentrated around the toll exits. Consequently, about 45% of the local population shifted their livelihoods from agriculture to informal sectors such as trade, labor, and small businesses. These changes have implications for social-economic resilience, increased land prices, and unequal access to economic resources. The study recommends stronger spatial planning enforcement, community empowerment programs, and adaptive regional development policies to ensure sustainable and inclusive growth.
