Abstract

This study examines the implementation of the policy regulating the proportion and utilization of village land (tanah kalurahan) under the Governor's Regulation of the Special Region of Yogyakarta Number 24 of 2024 in Margokaton Village, Seyegan District, Sleman Regency. The regulation limits pelungguh land to 60%, pengarem-arem land to 10%, and establishes a distribution ratio of 7-6-5-3-1 by position. This research employs a descriptive qualitative approach using Creswell's data analysis model and George Edward III's policy implementation framework. Data were collected through interviews, field observations, and document analysis. The findings reveal that the proportion of pelungguh land in Margokaton Village still exceeds the prescribed limit and its distribution has not fully complied with the 7-6-5-3-1 ratio. Village treasury land is predominantly used for agriculture, although some parcels remain underutilized. Discrepancies between administrative records and the 2023 inventory also indicate physical changes that have not been fully verified. Policy implementation remains in a transitional stage with approximately 60% completion, marked by the preparation of a redistribution scheme, digital cadastral mapping, and socialization activities for tenant communities. Implementation barriers are multidimensional. Communication barriers arise from the absence of detailed technical guidelines. Resource constraints are the most significant obstacle, including limited staff competence, inadequate technical facilities, budget limitations, and partial land loss due to toll road construction. Disposition barriers are relatively low because village officials generally support the regulation, although pragmatic flexibility remains a potential risk. Bureaucratic structure barriers are high due to the absence of standard operating procedures, the unfinished drafting of a new Village Regulation, and fragmented inter-institutional coordination.
