Abstract

UAV orthophoto maps play an important role as base maps in land administration activities, particularly in supporting the preparation of Cadastral Parcel Maps (Peta Bidang Tanah/PBT). However, their horizontal geometric accuracy must be tested to ensure suitability for land administration purposes. In Curug and Pangkah Villages, the UAV orthophoto maps of 2023 and 2024 showed positional shifts when overlaid. This study aims to assess the accuracy level of both datasets in accordance with Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 21 of 2019, and to analyze the significance of their differences with respect to Independent Control Point (ICP) field measurements. This study employed a quantitative experimental method with a comparative approach. A total of 32 ICPs were measured using the static and RTK-NTRIP methods. Data analysis included the calculation of coordinate differences, RMSEr, CE90, normality testing, and the paired samples t-test. The results show that the 2023 and 2024 UAV orthophoto datasets meet the base map classification stipulated in the aforementioned regulation at certain scales and classes, yet they do not satisfy the operational accuracy requirements for 1:1000 scale cadastral parcel mapping. Statistical testing confirms that there is a significant difference between the horizontal geometric accuracy of both datasets and the fieldmeasured reference points.
