Abstract
The construction of the Yogyakarta-Solo Toll Road as a National Strategic Project has an indirect impact on the conversion of protected rice fields (LSD) into residential areas in Joton Village, Jogonalan District, Klaten Regency. This study aims to identify the driving factors of land conversion, analyze its impacts on social, economic, ecological, and spatial aspects, and describe the local government's policy responses. The method used is a qualitative case study approach, through structured interviews, field observations, and document studies, supported by spatial analysis through overlays of Detailed Spatial Planning (RDTR) maps, LSD maps, and satellite imagery. The results show that social factors such as residents' desire to remain in one community environment are the dominant factor, supported by financial capacity from compensation money, time pressure, and limited residential land. The conversion of approximately 1.56 hectares of land has positive social and economic impacts, with a slight negative ecological impact. In terms of spatial planning, there is a discrepancy between spatial use and the provisions of the Prambanan Urban Area RDTR. The Klaten Regency Government responded through spatial monitoring, outreach, and a persuasive approach. The study concluded that this phenomenon reflects the persistent gap between spatial planning regulations and the pressing needs of communities affected by land acquisition.
