Abstract

Agrarian reform in Indonesia increasingly requires access reform that connects land certification with productive economic opportunities. This article examines multi-stakeholder participation in access reform in Urundaka Village, Ampana Tete District, Tojo Una-Una Regency, and its contribution to Sustainable Development Goals (SDGs) 1 and 2. Using a descriptive qualitative approach, data were obtained from interviews, observation, and secondary documents involving the land office, local government agencies, village government, farmer groups, financial institutions, and private companies. The analysis uses Multi-Stakeholder Partnership dimensions: relationship, engagement, influence, and barrier. The findings show that access reform operated through legal asset strengthening, farmergroup facilitation, demonstration plots, training, market linkage, and financing support. Stakeholders contributed complementary roles, but coordination remained constrained by budget efficiency, different program roadmaps, formal credit requirements, dependence on middlemen, climate risks, and damaged farm roads. The article argues that agrarian reform supports poverty reduction and food security when legal certainty over land is followed by coordinated, adaptive, and sustained access interventions.
