Abstract
IMPLEMENTATION OF AGRARIAN REFORM ACCESS ARRANGEMENT IN SENDANGSARI VILLAGE, PENGASIH DISTRICT, KULON PROGO REGENCY, SPECIAL REGION OF YOGYAKARTA Agrarian Reform is a national strategic program aimed at creating equitable land tenure, ownership, utilization, and use while improving community welfare. One of the essential components of Agrarian Reform is access arrangement, which focuses on empowering communities through the provision of access to capital, technology, markets, infrastructure, and institutional support following asset legalization. Sendangsari Village, Pengasih District, Kulon Progo Regency, is one of the locations where the Agrarian Reform Access Arrangement Program has been implemented to support local economic development and enhance the welfare of beneficiary communities. This research aims to examine the implementation of Agrarian Reform Access Arrangement in Sendangsari Village, identify the obstacles encountered during its implementation, and analyze the efforts undertaken to overcome those obstacles. This study employed a descriptive qualitative research method. Data were collected through interviews, observations, and document studies involving the Kulon Progo Land Office, the Sendangsari Village Government, relevant government agencies, program facilitators, and beneficiary communities. The collected data were analyzed through data reduction, data presentation, and conclusion drawing. The findings reveal that the implementation of Agrarian Reform Access Arrangement was carried out through six stages: identification of subjects and objects, group formation, needs assessment, preparation of access reform plans, implementation of community empowerment programs, and monitoring and evaluation. The empowerment programs focused on the development of catfish farming groups, coconut fiber handicraft groups, and culinary micro, small, and medium enterprises (MSMEs). These programs included training activities, business mentoring, institutional strengthening, facilitation of access to capital, and market expansion. The implementation involved collaboration among various stakeholders, including the Land Office, village government, and related technical agencies. Several obstacles were identified during the implementation process, including hilly geographical conditions, limited supporting infrastructure, inadequate human resource capacity, suboptimal inter-agency coordination, socio-cultural diversity, and administrative as well as land legality issues. Various efforts have been undertaken to address these challenges, such as strengthening socialization and extension activities, enhancing the capacity of both officials and community members, improving coordination among stakeholders, simplifying administrative procedures, and accelerating the resolution of land legality issues. This study concludes that the implementation of Agrarian Reform Access Arrangement in Sendangsari Village has generally been carried out in accordance with the established stages and has contributed to improving the economic capacity of local communities. The success and sustainability of the program depend on effective stakeholder collaboration, active community participation, continuous assistance, and strengthened institutional support to achieve the objectives of Agrarian Reform and sustainable community welfare.
