Abstract

The Complete Systematic Land Registration (PTSL) program in Gunungkidul Regency faces administrative challenges regarding the high residue of Cluster 3 (K3) land parcels, which have been physically mapped but cannot yet be certified. This study aims to analyze the field-based classification of Cluster 3 land parcels, identify the determinant factors causing their accumulation, and formulate appropriate resolution strategies, focusing on a case study in Candirejo Village. This study employs a qualitative method with a descriptive approach. Primary and secondary data were collected through observation, document reviews, and indepth interviews with officials from the Gunungkidul Regency Land Office, Candirejo Village apparatus, and community members involved in the PTSL program. The results indicate that the K3 classification in the field is predominantly dominated by K3.1 and K3.3. The primary factors driving the accumulation of K3 include policy imbalances marked by high target pressures, absentee applicants (landowners living outside the region), and poor mapping quality by third parties that results in spatial overlaps. Furthermore, legal anomalies were discovered, such as "NULL" land parcels (lacking subject identities) and cross-institutional land disputes involving land swaps and Village Treasury Land (TKD). As a policy resolution strategy, this study proposes the formation of a new cluster, namely "Cluster 3.5", specifically designated for the resolution of anomalous land parcels. In conclusion, finalizing Cluster 3 land parcels requires balancing the ratio of mapping and certification quotas, improving base maps through photogrammetry (drones), and integrating cross-sectoral dispute resolution collaboratively.
