Abstract

The policy of land parcel boundary re-establishment is a vital instrument for ensuring legal certainty of land rights. In practice, however, a gap persists between regulatory provisions and implementation at Land Offices. This study aims to identify and measure the factors influencing the implementation of the boundary re-establishment policy and to analyze the root causes of the gap between regulation and field practice. The study employed a mixed-methods approach with a sequential explanatory design. The quantitative phase involved 120 respondents from the Survey and Mapping Sections of Land Offices in Sumatra, Java, and Kalimantan, analyzed using multiple linear regression based on George C. Edward III’s model. The qualitative phase was conducted through in-depth interviews at two offices with contrasting practices, namely the Sleman Regency Land Office and the Yogyakarta City Land Office. The results reveal that, both simultaneously and partially, Communication, Resources, and Bureaucratic Structure significantly influence policy implementation, with Resources, particularly the availability of Survey Drawings (Gambar Ukur), being the most dominant factor. Bureaucratic Structure, however, exerts a negative effect, indicating that the clarity of Standard Operating Procedures does not guarantee compliance; rather, it is utilized as a legitimacy for the diversion of services, a form of policy drift. The quantitative model explains 21.8% of the variation in implementation, indicating the significant role of factors and conditions beyond the model, such as concerns over legal risk, physical changes in the field, demands for process efficiency, and low public awareness in maintaining boundary markers. The root of the gap lies in the failure of mutual adaptation between the logic of deployment, representing top-down regulation, and the logic of discovery that emerges from technical field experience. The logic of discovery dominance in Sleman Regency has resulted in a complete shift to boundary arrangement, whereas a balance between the two logics in Yogyakarta City allows boundary re-establishment to remain operational. In conclusion, the implementation gap is not caused by regulatory ambiguity but by an imbalance between regulatory demands and resource readiness, which gradually drives a shift in practice. This study recommends strengthening the measurement database, organizing digital archives, and ensuring policy direction certainty to minimize the gap.
