Abstract
Land use change in peri-urban areas is a consequence of urbanization pressures and metropolitan development, which significantly affect spatial dynamics. Candi District, functioning as a buffer area for Sidoarjo City, has experienced intensive spatial transformation during the period 2009–2024, driven by the expansion of residential and industrial areas. This study aims to analyze the patterns of land use change, the dynamics of spatial planning policies, and the relationship between spatial planning policies and land use change in Candi District, Sidoarjo Regency, from 2009 to 2024. This research employed a Sequential Explanatory Mixed Methods design with a descriptive-explanatory approach. Primary data were obtained through the interpretation of multitemporal Landsat imagery from 2009, 2014, 2019, and 2024, which were classified into six land use categories. The analyses included spatial overlay of land use maps, confusion matrix analysis for accuracy assessment, Average Nearest Neighbour (ANN) analysis, and normative analysis of the 2009 Sidoarjo Regency Spatial Plan (RTRW), the 2019 Detailed Spatial Plan of the Candi Spatial Planning Area (RDTR BWP Candi), and the 2024 Sidoarjo Regency Spatial Plan. The results indicate that Candi District has undergone a consistent transformation toward built-up areas. Agricultural land decreased from 1,470.22 ha (36.04%) in 2009 to 1,098.50 ha (26.93%) in 2024, representing a total conversion of 371.72 ha, or an average of 24.78 ha annually. Conversely, urban residential areas nearly doubled from 388.29 ha to 686.27 ha, while industrial areas increased from 66.99 ha to 82.93 ha. The pattern of land use change was clustered and concentrated along the Surabaya–Malang National Arterial Road corridor, the East Ring Road, and areas adjacent to Sidoarjo City. Policy analysis reveals that spatial planning regulations have tended to be reactive to actual spatial changes. The 2019 RDTR BWP Candi exhibited inconsistencies with the 2009 RTRW, particularly regarding the expansion of industrial zones and the reduction of agricultural land allocations. Subsequently, the 2024 RTRW adjusted to existing conditions while strengthening agricultural land protection instruments through Sustainable Food Agricultural Land (KP2B) and Agricultural Reserve Land (LSD). The relationship between spatial planning policies and land use change is asymmetric and non-linear, in which land use changes generally precede policy responses. Nevertheless, the development of the East Ring Road has proven to be an important initial driver of residential and industrial expansion in Candi District.
