Abstract

Agrarian Reform is a national strategic program aimed at realizing agrarian justice and improving community welfare through asset reform and access reform. This study aims to analyze the implementation of access reform, identify the obstacles encountered, and examine the solutions applied in the implementation of the Agrarian Reform Access Arrangement Program in Sumbermulyo Village, Bambanglipuro Subdistrict, Bantul Regency. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation studies involving village officials, the Bantul Land Office, related government agencies, and beneficiaries of the program. Data analysis was conducted through data collection, data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of agrarian reform access arrangement in Sumbermulyo Village has been carried out according to the established stages, including social mapping, institutional formation, identification of subjects and objects, group formation, planning, empowerment program implementation, as well as monitoring and evaluation. The empowerment program focused on developing local economic potentials, particularly ecoprint batik crafts and clothing alteration services. However, several obstacles were identified, including limited business capital, low human resource capacity, inadequate continuous assistance, and limited market access. To address these challenges, stakeholders implemented coordination strengthening, skills training, business mentoring, and facilitation of access to capital and marketing networks. Overall, the agrarian reform access arrangement program has provided initial benefits to the community, although its contribution to improving community welfare has not yet reached optimal results.
