Abstract

This study examines the dual-role phenomenon experienced by employees who simultaneously perform their primary duties and serve as members of the public relations team at the Land Office of Sukoharjo Regency. The research departs from the common assumption that dual roles solely create workload pressure and instead explores how employees demonstrate adaptive performance in response to role conflict, time constraints, and organizational demands. Using a qualitative approach, data were collected through in-depth interviews, observations, and document analysis involving members of the public relations team and office leadership. The findings show that unclear task distribution, limited internal regulation regarding public relations duties, and the absence of a structured work management system contribute to time-based role conflict. However, employees respond to these conditions by developing high levels of adaptability, initiative, and informal coordination to ensure that both primary tasks and public communication responsibilities continue to function effectively. Organizational support from leadership, although present, tends to be informal and not yet supported by systematic workload arrangements. This study highlights that dual roles do not inherently reduce performance. Instead, when supported by clearer task allocation, structured public relations management, and proportional organizational support, dual roles can foster adaptive performance among employees. The research contributes to public sector organizational studies by providing an alternative perspective on managing dual roles in government institutions, particularly in land administration offices.
