Abstract

This study discusses the problems of transmigration land as an object of Agrarian Reform in Bukit Padi Village and Ulumaras Village, Jemaja Timur District, Anambas Islands Regency. Agrarian Reform aims to create social justice through land redistribution, but implementation in transmigration areas often faces mismatches between land subjects and objects as well as agrarian conflicts. This study uses a concurrent mixed methods approach by integrating quantitative and qualitative data to obtain a holistic understanding. Chronological analysis shows that control and ownership of transmigration land are no longer in accordance with their original designation, thus hampering regional development. The results of the land availability study indicate that of the total transmigration land, 1,941.15 hectares (57,29%) have the potential to become TORA objects, with the majority being agricultural and plantation land covering 1,495.45 hectares (53.73%). The study's recommendations emphasize the need for restructuring the structure of land control and utilization through Agrarian Reform mechanisms, with priority on Other Use Areas (APL) and mechanisms for changing the function of forest areas in accordance with regulations. These findings are expected to support spatial planning policies and optimize the use of transmigration land in border areas, while also strengthening the welfare of transmigrant communities.
