Abstract

This study aims to analyze the implementation of spatial utilization control policy in the local protection zone of Pecatu Village, South Kuta District, Badung Regency. The main issue addressed in this research is the existence of spatial utilization that does not conform to the Detailed Spatial Plan of South Kuta District, particularly in coastal setback and cliff setback areas that should function as protected zones. This research applies a mixed methods approach with a sequential explanatory design. Quantitative analysis was conducted using spatial overlay techniques to identify the conformity of existing land use with the Detailed Spatial Plan, while qualitative analysis was carried out descriptively through interviews, observation, and document studies. The results show that spatial utilization violations occurred in the form of tourism-supporting buildings, such as restaurants, beach clubs, villas, hotels, cafés, established within the local protection zone. The total area of land use that does not conform to the Detailed Spatial Plan reaches 36,044.06 m², while conforming land use covers 906,804.66 m². These violations are influenced by economic factors, lack of public understanding, hereditary land utilization practices, and weak law enforcement in the previous period. Pecatu Customary Village does not have formal authority to issue spatial utilization permits, but it plays an important socio-cultural, normative, supervisory, and mediating role based on customary law or awig-awig. The Badung Regency Government has implemented spatial control measures through public dissemination, inter-agency coordination, written warnings, temporary suspension of activities, site closure, and demolition of violating buildings. However, policy implementation has not been fully optimal due to constraints in communication, resources, and consistency of law enforcement. Therefore, stronger coordination among the local government, customary village, community, and business actors is required to ensure that spatial utilization in the local protection zone is orderly, sustainable, and in accordance with spatial planning regulations.
