Abstract

Consignment in land acquisition is a legal mechanism in which compensation is deposited in a district court when entitled parties reject the form and/or amount of compensation. Normatively, this mechanism aims to provide certainty in compensation settlement while ensuring the continuity of development for public interest. However, in practice, consignment often creates problems because it is not fully understood by entitled parties. This study aims to examine the understanding of entitled parties who rejected consignment in land acquisition for the construction of the 500 kV SUTET Circuit 2 Ampel–Pedan in Kemiri Subdistrict, Mojosongo District, Boyolali Regency. This research employed a descriptive qualitative method, with data obtained through interviews, observation, and document studies. The results show that consignment is understood more as a consequence of rejecting compensation value than as a legal mechanism. The limited understanding is influenced by delayed information, less dialogical communication, limited written information, lack of involvement of entitled parties in the valuation process, and perceptions of unfair compensation. This condition has led to rejection, reduced trust in land acquisition implementers, and disrupted the continuity of development. Therefore, systematic socialization, transparency in valuation, and more participatory dialogue are needed. Keywords: consignment, land acquisition, public understanding, social conflict
