Abstract

The Agrarian Reform Program of Jokowi’s era allocated land from the release of forest area of 4.1 million ha trough the Settlement of Land Tenure in Forest Areas (PPTKH). Ogan Komerin Ulu district is one of the districts assigned to implement PPTKH in South Sumatra province in 2019. Based on Presidential Regulation Number 88 of 2017, the community can only request one time to use PPTKH for each district. However, various problems arose due to boundaries that did not involve the community, the Indicative Map of Allocation of Forest Areas for the Provision of Land Resources Object of Agrarian Reform (TORA) which did not accommodate all TORA guidelines, HR guarantees, and the community poor responses of the land they owned. Therefore, participatory mapping is needed so that the community can prepare the necessary materials for PTKH Inventory and Verification (Inver). This study aims to explain participatory mapping to propose TORA in forest areas; to know and explain the ability of participatory mapping for the process of solving community problems regarding land tenure in forest areas; to find out and explain the obstacles faced when implementing participatory mapping to propose TORA in forest areas. The research method used was descriptive qualitative with spatial pattern analysis. Data collection is done by observation, interviews and document studies. The results of this research are as follow. First, participatory mapping of communal land tenure in forest area was conducted in Gedung Pekuon Village, in which part of the area is included in the forest area. Its land use is regulated in TORA criteria, but excluded in Indicative Map of Forest Area Allocation for the Provision of Revision III TORA Source using Scaled 2D Mapping and semi- observation participatory. Participatory mapping that has been carried out obtains a Map of Land Sector, which can be used as a proposal for Inver PTKH and Land Redistribution. Second, the benefits of participatory mapping is to increase people’s knowledge, to help overcome problems related to land tenure, to be used as a proposal for Inver PTKH, and to be used as Work Map of Inver PTKH as well as Land Redistribution. Third, obstacles that occurred when conducting participatory mapping are the unavailability of Administration Map containing village boundaries, limited time, limited ability to interpret Satellite Images, insufficient awareness of the community, and limited communication between researcher and the community.
