Abstract

Waqf land certification is an important instrument in providing legal certainty for religious assets. Until 2025, as many as 1,350 plots or 52.49% of the total 2,572 waqf land plots in Nganjuk Regency are still uncertified. This study aims to analyze the factors that cause the suboptimal certification of waqf land and examine the form and effectiveness of collaboration between the Land Office and the Ministry of Religion Office in Nganjuk Regency. The research uses a descriptive qualitative method by collecting data through in-depth interviews, observations, and document studies. The results of the study show that the high number of waqf lands that have not been certified is caused by three dimensions of the problem, namely low public awareness and understanding of the urgency of certification, administrative obstacles in the form of incompleteness of the Waqf Pledge Deed (AIW) and the legality of nazhir, and weak coordination and assistance between agencies. Collaboration between the Land Office and the Ministry of Religion Office is realized through coordination and communication between agencies, data synchronization between the SIWAK and KKP systems, socialization and assistance in joint administration, and the establishment of the Waqf Land Registration Acceleration Team. The collaboration has had an impact on a significant increase in the number of registrations from 43 fields in 2024 to 646 fields in 2025. However, collaboration is considered not optimal because structural problems related to the completeness of documents and limitations of socialization have not been resolved thoroughly.
